Description
While the Tug Boat was underway towing barge, the master reported to Singapore Vessel Traffic Information System (VTIS) that a small boat with four to five perpetrators was alongside the barge removing scrap metal. Over the next hour, several other small boats arrived and departed in phases, with a peak of seven boats engaged in removing scrap metal from the barge. In total, approximately 45 perpetrators in 11 small boats were observed.
Singapore VTIS was kept updated and crew safety was confirmed throughout. The company subsequently instructed the master to cross towards Singapore. The small boats later dispersed upon the approach of a Singapore Police Coast Guard (PCG) vessel. A small boat attempted to return but escaped following intervention by the Singapore PCG vessel. The Tug Boat and barge subsequently resumed their voyage to Vietnam. All crew members were accounted for with no injuries reported. Safety broadcasts on anti-piracy watch were issued to remind all vessels to maintain vigilance.
Key findings
This incident demonstrates a sophisticated, coordinated theft operation involving 45 perpetrators across 11 small boats operating in phases to systematically strip scrap metal from a moving barge. The attackers employed a tactical approach with boats arriving and departing in waves, suggesting pre-planned coordination and possibly lookout vessels to monitor for law enforcement response. The peak deployment of seven boats simultaneously indicates significant organisational capability and resources.
The perpetrators showed tactical awareness by immediately dispersing upon Singapore Police Coast Guard approach, with one boat attempting to return only after the initial threat passed. This suggests experienced operators familiar with law enforcement response patterns. The fact that they targeted a specific cargo type (scrap metal) while the vessel was underway indicates prior intelligence gathering about the cargo manifest and route.
Recommendations
- Maintain continuous communication with local VTIS when transiting high-risk areas with valuable cargo
- Consider escort coordination with local authorities when carrying easily removable high-value cargo
- Implement enhanced watch protocols during cargo operations in congested waterways
